So the first article implies Europe is trying to shut things down in fossil fuels and now this one says
they will take advantage of the fact that Africa is not shutting it down but will exploit their reserves.

Is Europe talking out of both sides of their mouth or do I just not understand what I'm reading?

It may take a cold winter to bring people to their senses -- but even that may not work. Maybe 2 or 3 cold winters?
