Couple points. 

that announcement a couple years back resulted in a good pop that lasted for a while. 

re Mexico. I agree that that's the overhang but I think you are reading it wrong. When they signed the deal I doubt they included cost escalation clauses. I also bet that their force majeure clause had enough teeth. Post the inking of this deal global costs escalated and it looks like the had to eat it. Once that is behind them I think clarity in the forecast will be clearer. I also hope they learned and have better contracts now
