Perhaps an idea for GRB somewhere in the future?

Floatovoltaics (solar panels on water) can help solve California's drought, require less or no cooling and have a higher efficiency in warm areas.

They can also be build without having to worry about red tape and extensive environmental permitting when the water source sits idle anyway.
