It's probably not the only reason, shneps but definetely one of the structural ones in SoCal IMHO.

If you Google for "Northrop Grumman labor shortages" or a variant for Southern California, you can find clues there.

Another interesting clue can be found on their jobsite. Northrop Grumman has ~90,000 employees spread over dozens and dozens sites. Guess which job site currently has the most job openings of all?
Hint: that city name ends on "almdale".

Also some nice clues can be found when you combine some keywords together with "antelope valley".

A bonus clue would be the attendance of Brigadier General Smith on the Tehachapi City Council meeting of July 12, 2021 (if I'm not mistaken) to support Sage Ranch.

Last clue (+ free links included): IMHO it's fair to draw a parallel between the housing needs of Edwards AFB (+10,000 employees) and AFP 42 (~9,000 employees).
