Where sovereignty act will have better success is in provincial jursidiction matter like, provincial police, gun law, healthcare, agriculture, GHG target, new energy projects.  Western provinces were too timid before while holding better cards, the commodity cards.   Russian sanction put canada on the map now. Even Steven Guilbeault wouldn't dare to phaseout oil/gas at the COP27 meeting even though Trudeau had pledged to phase out oilsands.
