I believe that is the sticking point.  Investors need to see the Serb Mining Ministry is still supporting us after Rio Tinto mess.
Approval of Step 1, should move things. Approval of Step 2 should move things. One thing I never thought of, maybe completion of Step 1 isn't such a powerful driver as time passes. They've left it too long and now Step 2 completion timing in question. Yeesh, they don't make it easy on themselves, do they.
My hopes are that the lead of the approval panel gave them feedback before submission and they fixed up all concerns while the government was formed and got settled in. Now we cruise through quickly and with great public fanfare!  The first mining project to go through new mining regulations, a clean green boron machine!
A fella can dream can't he?!
