The reference of NIMBY is the perfect scenario for fixing the lack of housing issue. The fix would be to plunk 2,500 -3,000 DU's on the Sage Ranch lands and take an additional 1500 homeowners out of the market but people in Tehachapi (who live mostly in single family units) don't want 3,000 multiplexs jammed in there. 
No "Not in my Backyard" thank you.

That makes a NIMBY - somebody who wants to make things better for others, as long as it's not in their backyard.
i.e. I'm all for the homeless getting housing. As long as it's not in my neighborhood.

As Jeff has shown the most profitable units are the multiplexs and apartments.
Cheap to build and high profit margin.
Too bad all of Sage Ranch couldn't be those.
