This is how big business works (pretty sure anyway) First you go and get orders, then you figure out how you are going to fill them (years or maybe decades from now)

As I remember years ago they had news releases about offtake agreements, distribution and marketing divisions set up, defence department liaisons etc...
Wasn't there like offices set up in LA , NY, is seen to recall invoices for office furniture and such years before even the pilot plant spat out squat.

Samples are not going to bring in dyk for revenue and as brought up here before, permitting always takes forever, it is the biggest reason for projects being delayed along with legal issues which are related.
So, try again with your NR and this time try to make it relevant ie timelines to actually making something to put in those purchase agreements.
