What’s really going on here? My guess:
SNFs gets penalized by Medicare if a patient is readmitted to the hospital within 30 days but most patients stay at a SNF less than 30 days. Why? Because Medicare covers the costs fully for only 20 days. After that the patient has to co-pay about $170/day so they don’t stick around. So at their own cost (no Medicare reimbursement) SNFs are onboarding/monitoring patients who leave early to keep the patient out of the hospital until at least day 30 to avoid penalties. After day 30 the SNF transfers the monitoring equipment to a new patient who has left early.
How much is covered by Original Medicare?
For days 1–20, Medicare pays the full cost for covered services. You pay nothing.
For days 21–100, Medicare pays all but a daily coinsurance for covered services. You pay a daily coinsurance.
For days beyond 100, Medicare pays nothing. You pay the full cost for covered services.
The coinsurance is up to $170.50 per day in 2019. It
