"On or about Thurday.".

If the issue is sold out, including the over-allotment option, which very likely was, the company will likely announce this closing ASAP.

Then the company will be free once again to issue press releases.

"On or about" doesn't rule out tomorrow.

Some buyers who have been sitting on the sidelines will probably get "trigger-finger" before the news.
