RE:RE:RE:linkedIN post by a US competitorIssuing shares seems totally unnecessary and would be a dumb capital allocation decision.  This organic investment looks smart and probably has a high ROI.  My guess is we also see a dividend increase after the next board meeting.

....separately, in an ideal world the CEO never sells a share until he retires but my guess is Bill needs to sell a little stock periodically because all of his net worth is in Hammond and he doesn't like to borrow against his stock.
