In this case MSX has been permanently delisted, BJ has been sanctioned and fined and can't hold any position in a public company again. MSX has no revenue and no assets...just unpaid debt. The only thing it has is an Option Agreement with JRL.( this is according to JRL himself) If Bj had the wherewithal, he would sue JRL to recover dollars invested on behalf of the past shareholders.
As well... Chile as a country cannot have intent. The people of Chile can have intent. I would bet their intent is to keep PL shuttered. The indigenous people of Chile don't want the glaciers and the Huasco Valley touched by mining, and neither do the environmentalists.
Anyways...Barrick seems to have shifted its focus to Pakistan on the near and mid term.
