Unfortunately you cannot have it both ways when the economy is at risk,
Laws will not protect any culture or language at least in the long term unless you have an increasing population and we certainly do not have an increasing population here as proven by the fact that Quebec doesn't want to increase their immigration quota even in the face of labor and talent shortage. Because they do not want an oversized non french speaking populace even though they spend the moneys given for integration is spent elsewhere by quebec. Its time they stop playing the victim..that time is past. If that is not like shooting yourself in the foot, while wanting all other privileges, then I do not know what is ?
All of this affects business in Quebec and there is nothing that Quebec can do about it as very law enacted will have consequences
As I said, the only law that would gurantee increase of French would be to ban contraception for all native quebecers so as to increase the french speaking population. Demographics has an effect everywhere even in the US...but here we make it a religion.

I'm sure the anglo-canadians do not have to do anything to protect their language but I think they do some about the culture, they wouldn't want to only have American tv, music or movie content.
Questions are rethoricals... and I don't want to have a Quebec vs ROC debate here. We should all work together. It's like i'm telling my kids, if you don't do the right thing because your sister didn't do it for you when she had the chance then you'll always be stuck in this vicious circle.

Quebec keeps on shooting itself in the foot and thus has very little respect across canada. Quebec seems to be more interested in Culture and language and head dress rather than the economy. Thus Bombardier is better to look for that respect elsewhere such as the US rather than here.
No one in canada is going to go out of their way to accomodate this province except for political reasons and elections.
