I'm not so sure about a financing package being a done deal as that would be material change and insiders (Kevin and Rob) bought 2 weeks ago. They would have been blacked out. Also, Kevin was pretty clear in his last Crux interview that they will wait for the stars to be aligned and that they have time. I do not think that being in the thirties is the right scenario for signing a financing package.
