I really appreciate everyone's help guiding through this 
So why would wealthy s/h not bid this at say 300 million? 

that way they perhaps get to own it 
if someone out bids them I gives them more for there millions of shares 
this all seems to good to be true 
however there a lot of smart investors out there and this is at a market cap of 14 million 
there a reason for that 
even 10 cents seems cheap to me 
No one is willing to pay above 2 cents for reasons as well
