Their corporate presentation is quite clear. It says "up to 50%" excess returned to shareholders via either special dividends or buybacks. 

Up to leaves wiggle room. I'd say there isn't much choice here. Either 50% is returned to shareholders or there is an acquisition that results in the market assessing how the cash was used instead of returning it to shareholders

I think investors by and large like clarity and will pay for it. In this instance I think they've left the wiggle room in the event they stumble across an accretive property, but it's either acquire or return.
