If its advice you are looking for, I have some for you.

Since you seem to be a pretty resourceful person, why don't you call up and speak to management and ask them if they would consider your scenarios. They have all the bits of missing information you are looking for.

By the way, you forgot to answer DoumDiDoum's question about your estimation of the delays to get the required permits and authorizations for your barging scenario.
