To the best of my recollection, RBC withheld 15% and it had to be applied to each monthly payment separately because of the varying exchange rate.  For every payment entry in the log, there would come a withholding entry. 

I have received my January payment, my first since reentering.  If no withholding entry appears in the log by the end of February, it's fairly safe to say they won't be doing withholding.  I don't remember any withholding being applied after a delay of 6 weeks.  It was usually one or two.
