I don't imagine it matters much whether it is quicker by train than by boat, but it amazes me that people still trade while at war. 

For what it is worth, here are the top 5 producers:

  3. Vietnam. Mine production: 4,500 MT. ...
  4. Russia. Mine production: 2,400 MT. ...
  5. Bolivia. Mine production: 1,400 MT. ...
  6. Rwanda. Mine production: 950 MT. ...

I don't think the West can rely on any of these.  Imagine if they formed an "OTEC"
