RE:Indonesia and Philippines... They can't be blamed for wanting the value addition to take place in their nation rather than another. There are more jobs per ton for building batteries than for extracting & refining ore. The end game is, batteries have to be built somewhere. From Indonesia's point of view, why not here? The car makers have a lot of reasons for not there, so the tax is a penalty for Indonesia's lost opportunity. It's like paying Danegeld, it never ends. Even more reason to develop nickel outside Asia for strategic purposes first.
