It is cheaper to give them safe drugs and a shooting gallery than to be bangin' 'em up with Naltroxen at $100 a shot and sometimes it takes 5 or 6.

There's lots of people that function allright as addicts and it keeps them from b and e'ing cars, homes and businesses, plus they don't need expensive hospital care if they are controlled.
