I don't think it's going to work. I think the next step is to lobby against this proposal and that this is going to cripple their business model. Until this is resolved, I would focus on the fast growing Ontario market and diversify away from Quebec. 

How do you tell someone that was making $30 to now work for $25? 

How do you tell a nurse that worked for an agency that they have to go back to the job they left because of poor working hour conditions? Remember, these people opted out of that arrangement so they can have more flexibility and time with their own family. They are going to get a pushback from a lot of angry people. 


On a personal note. I went through a similar situation with a company called Goeasy. They wanted to introduce legislation that would have prevented any institution from lending money and charging 60% annual interest rates. This was and still is the maximum allowable interest that can be charged in Canada but they wanted it much lower. I can tell you that this proposal never took place after many years of threats. The stock price is many multiples higher than it was at the time but not without intense volatility in the share price.
