Circumstances like lack of support by law and policy makers and maybe lack of lobbyists on the part of potpreneurs or it could be a lack of political contributions, although most of the interested parties are Beverage alcohol companies who have a history of helping politicians to win elections.
I have given my 2c worth in regards to the high stakes game that this has become because our elected people aren't willing to play the high stakes game of murder and mayhem which has given cartels and gangs a serious grip on the drug trade.
I also believe that those same politicians need to screw up their cajones and get control back by doing everything in their power to aid the potpreneurs that are willing to go legal and to turn the screws on the black market.
Pharma and value added skus is one segway that I doubt black market will put up much resistance. Allowing this free-for-all between legal and illegal has driven profits down but the beverage end of the marketplace show huge potential to have STZ putting up $5 billion C to be a part of it.
STZ/WEED have put the US on notice that they are ready to set up shop in the US and have continued to invest in companies that have success or potential in the successful brands categories of all things pot and hemp and are even willing to foresake thier old criteria of decriminalization being necessary and critical to their success on US soil.
Their moves have been agressive and done quietly and cheaply under the guidance of STZ who are hardcore beverage people with success in the alcohol business but prepared for what they see coming. I suspect lobbying and donations to be forthcoming.
This is an amazing chance for the US to get this done and done well with some new legislation that encompasses the best of all of their bills that make it to the Senate but never get signed into law.
If they took those truckloads of currency from proceeds of illegal drugs and applied them to eliminating the cartels and other illegal players they could fill those cells from all of the incarcerated potheads that they are letting out. They could also grab up some of the military to pull this off so enforcement is equally supplied with the same weaponry that the bad guys use. It would be good for the military to get some real conflict situations so they are tuned up for the commies.
