Why would he only sell 400K shares out of 2.5mil approx if he no longer thinks it's a good investment? Wouldn't he want to dump all shares before it drops further if that was what he thinks?

Seems more likely he just wanted some extra cash on hand and has plenty of shares to spare so he sold the 400k.
