Nobody woke up one day and invested in nexoptics without first being fed the lies designed to get people to put money in a company that promised soo much and yet delivered Nothing.
And why would you worry about the number of shares outstanding ? If there is no Sales then shares as little or as many as there are will all be worth 0.
