I agree with your impression that they can't be bothered by retail investors.  Probably they were pushed into the D.UN SIB by AX.UN, who hold a large block of shares and may tender to it. 

I do not think they are good managers.  I am no longer in Dream directly.  I hold a fund that has some DIR.UN. 

The name "Dream" itself is very unbusinesslike.  "Dundee" was more down to earth.
