Cost control and/or undisciplined low margin contract bidding (prior to the ETC purchase) is the issue. The good news is that Quarterhill recognizes the issue and is taking measures to bring costs under control. The bad news is that 2023 still has big projects in the implementation phase and so cost control will continue to be a challenge for most of the year.
The light at the end of the tunnel is that once these projects move to the operational phase, the margins will improve significantly. So 2024 could look significantly better.
Regarding the holdup on Quarterhill, it was stated at the annual and quarterly meetings that Quarterhill will not be selling Wilan unless they receive a fair valuation. Since Quarterhill stated that there are parties interested in Wilan, we have to assume that current bids are below what Quarterhill perceives as a fair valuation.
