Buy the rumor and sell the news. Seems to me today's action was unwarrented. The big move in the stock came before the meeting even started today.  I smells of someone or group that was fishing for stop loss orders. IMO every share that was sold today also required a buyer. The share action looks to me like algos that was successful trigering stop losses. The meeting today was not nearly as bad as the price movement suggest.  Further the market closed today while the meeting was still ongoing. The public comments were the expected string of environmentalists spouting all kinds objections, most of which,  I find weak at best. One guy even stepped up to the podium with a guitar to sign his song. Just wasting everyones time. All of the claims have been made before at previous meetings. Of course the most noise is made in objection. I don't see the planning commision buying into all the nonsense and allowing the economic benefits go buy the wayside. 

I suspect when the planning commision will pass this to the Board of Supervisors the stock will rebound. I do not think this is the end of the process. I do not see the mine dying here at this level of permitting.
