Naked shorting is not as you say ir is. Shorting as it is supposed to be is that you borrow the shares before you can short , On the other hand, naked shorting is when you short shares and have not taken any steps to borrow or be able to cover the trade  All you have to have is a reasonable expectation to be able to deliver in 2-3 days..

And one other thing, the US re-instated a modified version of the uptick rule which would have affected some of the decline in Bombarier sp.
You know what Canada did ?
