Jack, no, it turns to be a common mistake to consider design-in to be closer to the goal than the design-win. It is the other way around. Here is the best explanation I was able to find:

Those who have been invited to tender, once they have submitted a product design, can use the label “design-in” to describe their achievement. Once they have been awarded the contract, they can use the label “design-win”.
