But who knows, maybe NL is in the business of signing docs to say we'll support buying from your company with no current operations, to a price you can't commit to years in advance, for a quantity you can't commit to either, or delivery which you've never done before.
you'd also have to know that governments - state/local/fed don't sign MOUs for purchases. they may issue a request for information (RFI) or a request for proposal (RFP) for purchases, but they won't do an MOU for a purchase.at least not any gov't entity i've ever dealt with. A directed MOU removes the competitive process the gov't is obligated to follow.
im not holding out hope for an MOU. just look at the MOU b/w Canada and Germany for hydrogen. not even worth the paper it's printed on! doesn't identify any company, or timelines, or volumes or dollars, etc. toothless and worthless. just look at how we ran up in excitement then the MOU hit the wires and it had nothing firm...
