ITR is negatively valued for its non-uranium part !?

ITR is negatively valued for its non-uranium part !?If it is true that each ITR share (currently at 0.16 Cad) will receive 0.66 LUR shares (currently at 0.27 Cad), ITR is negatively valued for its non-uranium part. Is this plausible?
