The client base is simply not large enough is a logical conclusion.  Maybe it is large enough for the staffing they have but clearly shareholders need much faster growth to have a chance at some return on their investment.  If staffing is the limiting factor, (either quantity or quality) then it should be a priority to address.  And in a few short years, we will be talking about waiting for almost two decades for the management team and some board members to address this.

Based on their description of the GLOBAL business environment, they are inherently underperforming IMO.
