The snippet you posted is from an article about a report from the Grand Jury of Kern County.
That report includes recommendations to the Tehachapi-Cummings Water District (TCCWD).

IMO, you make your snippet look like ("they are in litigation") is about GRB...

That may be either a small error from your side or another intentional move to spread fear. Or something else.

If you want to mention something please do but don't quote something without the intended context. That's dishonest IMO.

Also, a link to the original source would be considered helpful.
