You present a reasoned rationale explanation as to why it doesn't make sense for the US to fill the SPR with light oil but frankly I don't give the Biden Administration that much credit for thinking this through.
In the US politics is the primary focus for decision making (not common sense) and given that Texas is primarily Republican, Biden doesn't want to do anything to help them out. In the US it is NOT about doing what is right and making sense, it is all about votes.
In the last US Presidential election a per cent or two another way in several swing states and the results would have been the opposite of what happened. So this is the political calculus not whether sweet crude or sour crude is what should go into the SPR.
In the US, so called democracy ( I like to describe it as democracy run wild), results in the almost everything being political. Even the State Supreme Court is elected as Democrat or Republican by the people and so Court decisions are based on political considerations as opposed to the actual law.
For Gawd's sake, even the Sheriff's Adiministrative Assistant is an elected official as are the people who makes the rules and count the ballots in an election.
Soooo..with all due respect my friend, rationale facts like you present have very little to do with US decisions making.
