They didn't say that the deal is deemed closed but just that this step is done (received the release from the debt security holder)
 
Now the last step is to prove they can fund an initial minimum of CAD$2 million by Jul 31, 2023 then deal wil be closed.
 
But I think it won't be long before we hear about the financing.
