RE:ETC performanceWanttoknowwhy, great post. Your assessment on project flow is bang on. That's why there have not been any major contract wins announced since I680 last December. PA Turnpike went to TransCore in the spring; TransCore was the incumbent and low bidder. I understand ETC received highest score on tech in PA, but did not try to buy the bid. It's reasonable to expect wins in the next 6-9 months, but unrealistic to expect the 2-3 wins in 2023 that was on the table in my discussion with QTRH in March - maybe 1-2 now.
Wanttoknowwhy, I don't agree with your assessment that implememntation is necessarily unprofitable. Yes margins will be lower than the operational phase. However, IMO the current state of affairs resulted from inadequate scoping and/or underbidding plus loose cost control management. These were exacerbated by supply chain challenges and material/staffing inflation caused by Covid - factors that are no longer in play or can be better managed today.
