It's the years of environmental study, 37 extended comment periods, countless number of contracts out for bid (and be sure FN's win a certain portion!!), unions muscling in (assuming it's anything like the US), and the endless delays associated.
Even if they announce a 100% funded grant to Yukon/BC connection next week, including a spur to Casino, it's years away from operating.
It took "the road" 3+ years from announcement to ground breaking. And it's a single, two lane road a few hundred kilometers. This here is thousands of KMs of infrastructure affecting far more localities.
To me, the grid connect "future proofs" Casino, as Paul's said it. If the government commits to hooking up the power line, in no small part because Casino requires so much power, then yes, the chances it's approved rise to nearly 100%.
Nothing, of course, being certain but death & taxes.
