Those flights are probably empty in one direction but I'm not sure which. If I was in Russia and escaped to Cuba with a suitcase full of cash, I wouldn't be returning any time soon. Cuba doesn't have the rich vast high value natural resources of an African country for Russians to pillage and bring home. No thugs heading home with suitcases of diamonds and trunks of gold bars. Cuba spends all its wealth internally and desperately needs to borrow from others. Especially oil. Oil doesn't travel by air cargo. So I don't know. Maybe they're grabbing pharmaceutical and medical brain power? Beats me. Maybe they're happy to fly empty planes just to pizz off the USA.
