Check out dew point. The temperature at which water vapor in the atmosphere will condense into the liquid microdroplets aka clouds where rain, snow hail (precipitation) comes from for a given pressure. If the water vapor in the atmosphere doesn't see a temperature low enough for the pressure that it's at then it will not condense. No liquid will exist in the atmosphere. No precipitation will fall.
Now they're all worried about how long this El Nio will last. Some climatoligist saying 7 years????? Nobody understands El Nio and La Nia. They're climate patterns as opposed to day to day weather. Anyway one metric that is alarming climatoligists and meteoroligists is the growing desertification of many parts of the planet, the most notable being California and the Great Plains.
Anyway if this El Nio lasts for 7 years superposed on top of a warming planet then be prepared to pay $30 for a loaf of bread if you can find one cause nothing grows in parched soil.
