¿ accumulation phase ?

¿ accumulation phase ?). the economies are in a recession caused intentionally to lower inflation (temporary). 2). this stops and reduces the prices of industrial metals. 3). the lack of new mines and low stocks are accentuated. 4). After this phase, the demand will be fast and aggressive, driving prices up. Did a stock accumulation phase start or not?
