However, what makes you think the FS is not done? Just because it's not released doesn't mean its not fundamentally done.
We have all said that announcing a new CEO in 'a few weeks' was a brain fart. No excuse for that slip. However, that any many other things are what has spawned the changes afoot.
As far as 'why did they not work until they hired a CEO'....I'm getting the sense that you haven't been reading the room correctly with what likely has been going on behind the scenes since February ;)
I have said this before in other places, I'm fairly certain there are forces, with more clout than us, who are just as unhappy as us and are working behind the scenes to right this ship.
