The WSJ broke this story and researched it with fairly deep pockets.

Any media trying to connect the dots through guessing would be subjecting themselves to some pretty large libel if it turned out to not be true.

As it is it is looking like a bit of a nothing burger as AT&T says that less than 10% of its cabling was ever lead lined and doesn't include the amount that was decommissioned or extracted.
