So with the "half a trillion "in 3 years why do you see the need for grants??

I do not estimate its share value then. Once testing is done and the tests results are acceptable to govt we will see govt grant coming to HPQ for QRR4. I can guarantee stock price will rise to 4.20 or more. This may happen before end of this year.
