The bill has no specifics on how they plan to achieve this, and it is extremely unclear whether such an aim is at all feasible without significant detriments to the Quebec health system, so the speculation is that they may instead introduce a cap on rates that private staffing agencies can charge to combat this predatory activity. Such a cap is likely to be beneficial to PHA as it will eliminate the smaller predatory agencies which won't be able to compete.
