The wording of SEA License of Occupation states that there is no significant deposit to their knowledge at the time the License was granted (this is not verbatim but gets the point accross.) I just wonder now that there IS in fact a significant deposit what that does to a license that has not been acted upon or construction started.
I'm no legal expert so I honestly have no clue, and it's very hard for the average person to dig up a past precedent that may lend some clarification.
It does kind of seem like Rudi was kind of blind sided by TUD's move which lends credence to your thoughts - and interesting take.
Regardless, it'll be interesting to see what happens going forward.
