Double the wind speed you quadruple the force on your sail. Add to wind loading a high tide coming in. Must be an enormous force acting on that dock.
So what are they going to do? First build a platform or base from which to drive piles into the ground extending out into the water? Then build a thick reinforced concrete platform on top of the piles? If yes, then once the platform is built, construction should proceed rapidly from there. My buddy says that the most time consuming part is the time needed for the concrete to cure. But, again, I know nothing about that stuff.
