They might have a handshake agreement with Torex: if you show an UG mine with X high grade ounces, we'll buy it for $Y, assuming you get the UG permit.   The NPV for Torex is likely to be higher because they have myriad ways to cut costs given their proximity.  They might even truck 1000 tons a day, which is about 70 trips.  Given it's only 25 miles round trip, each truck might make at least 4 trips a day.  So, Torex might need only 15-20 trucks.  


In other words, Torex might not even have to build a mill.
