Dominion is based in Canada while ES&S is based in the United States.
So, if the US government - be it federal or state-level - are flexible enough to use non-US voting machines, I doubt there would be much of an issue to use non-US businesses to conduct elections monitoring...be that DM or others.
Furthermore, beyond governments, non-governmental entities are huge potential clients for elections monitoring.
