My opinion is that QTRH wants to, and should, structure an an operating ITS company, with focused divisions, rather than an aggregator-of-ITS-assets strategy that it has employed since embarking on the current strategy in 2017. I that light, I think it should have its sights on being seen as more that a tolling company. QTRH's focus has been on the roads segment of ITS - I believe this should continue as the company's focus as it has emerging critical mass in two imprtant subsegments of the roads segment. Tolling and Enforcement are two roads pillars through ETC and IRD respectively, with each pillar having several subsets; both can be beefed up via tuck-ini acquisitions. Smart Cities is another potential pillar. While ETC/IRD have (some) capabilties in Smart Cities, this has not been a core business pursuit of either division. I envisage and acquisition or merger to fill thsi need, if it's in line with a strategy to focus on the roads segment.
